SHIWAKUTA PROGRAMME PORTFOLIO

SHIWAKUTA implements integrated programmes that strengthen farmer organizations, promote agroecology, and advance policy advocacy for resilient food systems. Through strategic partnerships and regional coordination, the organization works to enhance the capacity of smallholder farmers, pastoralists, and producer organizations to influence policy, improve livelihoods, and adopt sustainable agricultural practices.

 

Forest and Farm Facility (FFF) Programme – Katavi Region

Under the Forest and Farm Facility (FFF) framework, SHIWAKUTA implements interventions in the Katavi Region aimed at strengthening Forest and Farm Producer Organizations (FFPOs). The programme focuses on institutional capacity building, climate-resilient production systems, and improved access to finance and markets for smallholders.

Key areas of intervention include organizational governance strengthening, business development services, climate adaptation planning, and policy engagement at district and regional levels. SHIWAKUTA supports FFPOs to improve their management systems, enhance participation of women and youth, and align local production systems with national and global sustainable development priorities. The FFF programme in Katavi contributes to landscape restoration, improved farm productivity, and stronger representation of producer organizations in policy dialogue platforms. FFF programme is financed through FAO in collaboration with IIED, IUCN, and AgriCord

 

Kilimo Endelevu and HUSISHA Programmes (in collaboration with MVIWAARUSHA)

In collaboration with MVIWAARUSHA, SHIWAKUTA implements Kilimo Endelevu (Agroecological project) and the HUSISHA programme, both centered on advocacy-driven agroecological transformation. These initiatives promote ecological organic agriculture, farmer-managed seed systems, and inclusive policy reforms that support smallholder resilience.

Kilimo Endelevu focuses on scaling agroecological practices, strengthening farmer-to-farmer extension systems, and promoting biodiversity-based farming models. The programme integrates research, demonstration, and innovation platforms to ensure practical adoption of sustainable farming systems. This programme is funded by Belgium government through IDP and in collaboration with MVIWAARUSHA

The HUSISHA programme concentrates on structured advocacy interventions. Through policy dialogue, stakeholder engagement, and evidence-based policy briefs, SHIWAKUTA and MVIWAARUSHA work to influence agricultural policies, seed regulations, market systems, and climate frameworks to better serve smallholders. The collaboration strengthens the voice of farmer networks at national platforms and ensures alignment between grassroots realities and policy processes. This programme is funded by Belgium government through TRIAS and in collaboration with MVIWAARUSHA.

 

Agroecology for Eastern Africa (AEE) Programme – In Collaboration with AFSA

SHIWAKUTA partners with the Alliance for Food Sovereignty in Africa (AFSA) to implement interventions under the Agroecological Entrepreneurship and Territorial Markets (AEE) programme. This initiative promotes agroecology as a systemic approach to sustainable food systems transformation.

The Agroecological Entrepreneurship and Territorial Markets programme, implemented in collaboration with AFSA, focuses on strengthening localized agroecological economies, farmer-led market systems and food sovereignty. The programme integrates policy advocacy, enterprise development, and knowledge generation to promote territorial markets that prioritize biodiversity, cultural food systems, and local value addition. SHIWAKUTA actively engages in international and national policy processes, contributes to regional advocacy dialogues, and facilitates community-level capacity building on agroecological entrepreneurship and market governance. By linking local farmer organizations to continental advocacy platforms, the programme ensures that grassroots economic models and practical experiences inform broader regional and African food systems policy discussions.

Through the AETM initiative, SHIWAKUTA advances biodiversity-based production, climate-resilient local economies, and food sovereignty, while strengthening inclusive participation of women and youth in agroecological value chains and territorial market development.

Across these programmes, SHIWAKUTA applies a coherent strategy that combines capacity development, advocacy, institutional strengthening, and agroecological innovation. The organization prioritizes inclusive participation, evidence-based policy engagement, and long-term sustainability. By working with regional, national, and continental partners, SHIWAKUTA contributes to resilient agricultural systems, strengthened producer organizations, and transformative policy environments in Tanzania and beyond.
